En fait voilà, j'ai un dm en english history et j'ai un peu du mal, c'est pourquoi j'aimerais vous demander si cela ne vous dérangerez pas de pouvoir m'aider



Voici les textes:

Doc 1:
The first public health act, 1848

IV) that the general board of health in whitehall shall control local boards.
VIII)that when one-tenth of the population of a town dies OR when the death rate (for seven years ) has been more than 23 in 1000 inhabitants, the general board shall send as inspector to examine the sanitary conditons...

Doc 2:
Opposition of the Public health act , 1852
A brioton 's privilege of self- government is opposed to the communistic idea of governement for one 's neighbour. The public health act is an attack on this holy principle. This act and others have not done much mischief yet . But if britons don't care they will find their cesspools drained , their refuse carted away and that sacred principle of doing what they like with their own trampled under foot by some poking inspector.

Et les questions....:
1) When can the governement in london intervene in a city administration?What is the purpose of such act?

2) What is the author of the doc 2 referring?On which grands?

Possibilite de reponses:

1) they can intervene when the conditions of life are very deplorable.Indeed, when some people live in some area dirty they intervene. I think they intervene in the aim to avoid some disease like cholera, tuberculose...

2) it reffering to the cavea idea between two party( partie politique).
