Si je me souviens bien de mes cours sur la différence entre Prétérit BE V-ing et Prétérit simple, on utiliserait le Prétérit be v-ing pour une action en cours dans le passé, et le prétérit siple c'est pour une action ponctuelle.
Le preterit en be+V_ing n'existe pas, tu confonds avec le present perfect qui se conjugue de la même façon.
Le preterit correspond à une action passée révolue et courte dans le temps, alors que le present perfect correspond à une action passée que tu es en train de raconter.
ex : Yesterday, I ate an apple. (Hier, j'ai mangé une pomme: preterit)
Yesterday, I was eating an apple when ... (Hier, j'étais en train de manger une pomme quand ... : present perfect)

Le preterit correspond à une action passée révolue et courte dans le temps, alors que le present perfect correspond à une action passée que tu es en train de raconter.

- i was having (je prenais le temps de boire)
- the lights went out (brusque donc vite terminé)
- I jumped out (là aussi action courte) and run (idem)
