The first Congress : How to make the Constitution work ? The Constitution of the US is the oldest constitution still in application. It was written in 1787, by a total of 50 representatives who met in Philadephia from may 25 to september 17, 1787. However crucial and necessary this text was at that time the newly ratified constitution have provided only a general framework of government. Indeed, the lack of any constitution that could have been an example for the founding fathers and the diverging interests within the different states led to a vague constitution. As Madison said, «ambiguity was the price of unanimity.» The work of filling in gaps and clarifying ambiguities remained. Nevertheless, to do so, an interpretation and an accommodation to the situation was necessary. It was the role of the First Congress met from March 4, 1789 to March 3, 1791, to make the constitution functional. And we can say that it reached to do so. At the end of the term of the First Congress the Constitution was pretty much clear than it was in 1789.
