The hurricane Katrina let a environmental legacy in USA and especially in New-Orleans. It was a real disaster because lots of Houses were distroyed during the Hurricane or after due to mold.
In 2006, leaderships think that th relocation would be difficult because they wil have to destroy hundreds thousand houses and one hundred million tons of garbage had to be pick up, no hospitals was open and that caused a real problem because the « toxic gumbo » created repsiratory diseases because of molds which were covering homes.
So many programs were launched to save and rebuild the city !
The mission of Make It Right is clear, they aim to rebuild safe and healthy homes insisting on a high quality of design, while preserving the spirit of the community's culture. They want to rebuild quickly New-Orleans for the population can return to their homes as soon as possible.
Today, they have already rebuilt seventy-three houses which are are build to resuist a new storm ,because they are sturdier, they are made of healthy material.
The Homecoming Project is an Presbyterian organisation which aim to rebuild New-Orleans like Make It Right, they have already rebuilt one hundred and twenty houses,
Habitat for Humanity rebuilt nearly two hundred houses and nearly one hundred are still rebuild.
Many celebrities are involved in programs , like the TV presenter Oprah Winfrey, singers: Bono, Bob Dylan,Alicia Keys, actors like Sean Penn and Juila Roberts:
Hurricane Katrina caused a surge of solidarity.

In2010, two-third of the urban area were rebuilt whereas some district were left behing like the Lower Ninth where just one district was rebuild. Eighty percent of the population who lived before Katrina have come back to New-Orleans according to Greater New-Orleans Community Data Center.
But there remain lots of things to do because streets are still in ruins, nearly thity-five thousands houses are still abandoned and a lot of medical staff was moved so a part of them hasn't come yet.
This disaster create many solutions to New-Orleans to move the city, or to rebuild repsecting law. But sometimes they exceeded preventions like they rebuilt are rebuilding everywhere like in the Lakeview's district near to Lake Ponchartain or the the northern part of the city which is on marsh drained. They have to rebuid the city on a higher ground according to a Tulane university's researcher.
Barack Obama promised to build 560 kilometer of dams and 78 pumping stations to protect New-Orleans.
On the policy part, the Governor of Louisiana changed, they passed of the Democratic party with Kathleen Blanco to the Republican party with Bobby Jindal. Kathleen Blanco was considered in the 3 worst performing Governor.

The cartoonist's goals are to show us that New-Orleans ask the Government to give them money but they will not respect law for the rebuilding.
